VOLLEYBALL RULES 2008 SEASON

Version 1.12.05

The City Suburban Catholic Conference will follow IHSA (Illinois High School Association) rules unless otherwise noted below.

City Suburban Catholic League Rules

 6th, 7th and 8th Grades only

  1. Rally Scoring: 6th,7th and 8th grade games will be 25 point, rally score games.  Cap 27.  (NO CAP DURING PLAYOFFS) Net serves are legal. 3rd game is 25 points. 
  2. Net serves will be considered live balls. If a served ball hits the net, but goes over it is live and playable. Serves that hit the net, but do not go over will result in  a point on the 6th, 7th & 8th grade levels. The serve will switch sides on serves that do not go over the net..
  3. Serving lines

                6th grade girls: 25 feet

                        6th grade boys: 25 feet

                        7th and 8th grade boys and girls: endline (30 feet)

  1. Timeouts: In 25 point/rally score matches, there are only 2 time outs per game. 

4th and 5th Grades only

  1. Side out scoring:   4th and 5th grade games will be 15 point, side out scoring games.  Cap 17. 
  2. Net serves are illegal, and will result in a side out.  A serve may not touch the net.
  3. Serving line:

                  4th  and 5th grade girls:  20 feet

                  4th and 5th grade boys: 25 feet

  1. Timeouts: In 4/5th grade games (15 point/side out score) there are 2 time outs per game/ 3rd time out at 14-14.
  2. Unnecessary third game can be speed scored/rally if both coaches agree.  Will be stopped 5 minutes before the start of the next scheduled match.

All Grades….All levels

a.      IMPORTANT:  Matches will be 2 out of 3 games.  An unnecessary 3rd game will be played until 5 minutes before the next scheduled game.   A 3rd game which is needed to determine the winner of the match will NEVER be stopped on time.  (Please understand this as many coaches were upset by this….Do not rush the match so you can get out early….or else!!!)

b.      MINIMUM PLAYING TIME  (Referees will not  enforce this…coaches must)

            4th & 5th Grade (Instructional Levels) - Equal Time

            6th Grade - 12 Points Scored by one team OR the other, within The First Two Games

            7th & 8th Grade - 8 Points Scored by one team OR the other, within The First Two Games

c.   WARM UPS

6th & under         :           passing 5 minutes, serving 3 minutes

7th & 8th              :           passing 3 minutes, spiking 3 minutes, serving 2 minutes

 

 

SUBSTITUTION RULE: A team is allowed a maximum of 18 substitutions per game. Each player is allowed unlimited entries within the team limit. Starting the game does not count as an entry. Coaches must stand and signal for a substitution.

 

·         All matches are to be scheduled one hour apart.

                ·         Procedure for canceling or postponing any given match.

ALL CHANGES MUST BE MADE THROUGH THE ATHLETIC DIRECTORS. COACHES CANNOT MAKE ANY CHANGES. Changes can not be made within 72 hours. If a match is cancelled within 72 hours, the official will still be paid by the canceling team.

 

Please notify the other team, then contact Joan Fesl by email jfesl@wideopenwest.com, and then call the sports hotline. If we are unaware of a schedule change, your team will be credited with a forfeit because a score was not called in. Please call the hotline.

 

  • A student athlete may play up a grade, but may not play down a grade. All players must attend the school they represent.

 

  • Every school must submit a roster of all team members, numbers and date of birth, signed by the school principal. Rosters must be turned in by your first game. Teams that have not submitted their rosters prior to their first game will forfeit all games until the rosters are received. Any athlete may only be rostered on one team, unless double rostered a grade up. All rosters are frozen as of February 25, 2005, unless approved by the Chairman.

 

 

  • UNSPORTSMANLIKE CONDUCT: Red and Yellow cards will be used.

 

YELLOW CARD:  warning for a minor offense.

RED CARD: Penalty, a point/side out is awarded to the opponent.

RED AND YELLOW CARD: Disqualification – if both cards are given at the same time, that person receiving the cards is disqualified from further participation in the match. A point/side out will be awarded to the opponents.

When any card is given, it will be reported on the score sheet. It will also be reported to Joan Fesl and Tony Prochenski.

 

If any one person received the following during the season:

2 yellow cards          =              1 game suspension

2 red cards                                =              2 game suspension

3 red cards                =              suspended for the remainder of the season

Illinois High School Association Rules/ National Federation Rules

1.            The net height should be 7 feet 4 and 1/8 inches for all grade levels.

2.            The first server of the game is the player in the right back position. If your team is receiving, your first server will be in the front right position.

3.            Two (2) minutes prior to the first game, a written line-up shall be submitted to the scorer of your six startersCircling your first server would help.

4.            To begin the match, the starting teams must line-up on the end lines. The referee will call the teams together to shake hands before the match begins.

5.            Substitution Rule: A team is allowed a maximum of 18 substitutions per game. Each player is allowed unlimited entries within the team limit. Starting the game does not count as an entry. Coaches must stand and signal for a substitution.

6.            After each game, teams will line up on their respective end lines. When the referee signals, the teams proceed to the appropriate team bench.

7.            IHSA Rule: Multiple contacts are more than one contact by a player during one attempt to             play the ball.  Multiple contacts are permitted only when:

a.       When the first ball over the net rebounds from one part of the player’s body to one or more other legal parts in one attempt to block;

b.      One any first team hit, whether or not the ball is touched by a block.

8.            IHSA Rule:  Blocking a served ball is not permitted.  (Rule 9-6.4c)

9.            IHSA Rule: Attacking a served ball while the ball is completely above the height of the net is not permitted. However the contact is legal and the ball is not out of play until it completely crosses the vertical plane of the net or is legally contacted by an opponent. (Rule 9-6.6)

10.        IHSA Rule:  Back row players may not attempt to block. (Rule 9-5.5)  Even if they do not touch it, it is illegal.

11.        IHSA Rule:  Back row players, while positioned behind the attack line may contact the ball from any position inside or outside the court above or below the top of the net. (Rule 9-5.3)

IHSA Rule: Play continues when a back-row player (on or in front of the attack line) contacts the ball, which is completely above the height of the net, on the teams’s first or second contact, directing the flight of the ball toward a teammate and the opponent legally contacts the ball that breaks the vertical plane of the net.   If a ball is hit back into a back-row player, it is ruled as the teams’ first hit/contact.  It is a back-row player foul if the flight of the ball is toward the opponent’s court and not toward a teammate and is legally touched by an opponent above the net, or completely crosses the net. (Rule 9-5. 4)

12.        IHSA Rule: No jewelry, hard barrettes.  Unnecessary delay, Time out assessed.  Soft rubberbands and ribbons are legal

13.        IHSA Rule:  One reserve allowed during each term of service.   (Refs: be more lenient with this at the lower levels…)  Explain when this happens.
